In today's business environment, your prospects will be looking online to find your business. If they cannot find you, they will find (and do business with) your competition. Websites should be updated often. This keeps customers interested and coming back. It also helps your website position well in the search results.
I believe that business owners should not be held hostage to their web developers. A good website should be easy for business owners to updated themselves - as often as they want to.
